The Policy Process (Part 1) provides a contrast between the “ideal” and “real” policy process and a review of policy agenda setting that involves an exploration of what agenda setting is, the types of policy issues and reasons for their existence, how they are identified and prioritized, why issues are or are not taken up on the agenda, who the actors are and what motivates them, the mechanism through which agenda-setting works, the role of public participation, and how research, advocacy, problem definition, structuring, and prioritization help or do not help.
